Yes, he seemed to believe that the Empire and its authority actually meant something here. Trying to enforce that is a waste of time and energy.
[Perhaps in some ways it might matter, if others from the Empire arrived—but in Kylo's mind, it would be a sort of form of camaraderie, or the comfort of a routine. That's about all the First Order means here, after all.

[Although one might expect an "Imperial" to voice the question in an angry or threatening way, there's nothing of the sort coming across the connection, merely curiosity. It's so far in the past that it matters little to him, for the most part.]
... and who would that be? [There are any number of options here, and most of them wouldn't give Bodhi the nicest impression of Kylo.]
